I think you may be over-complicating, but again i may be oversimplifying it. Just like a fighter with a BAB of 16 could get 4 attacks (5 with rapid-shot feat) with a bow, a fighter with a BAB of 16 could get 4 attacks with a repeating crossbow as long as it had enough bolts in it (baring it didn't have like 3 or 2 or 1 bolt remaining). Out of curiosity, why are you limiting it to 3 attacks? I think there is no mistakes here but there is always a chance i'm wrong. A more compact and less cumbersome repeating crossbow.
